University President Vil Bakirov Participated in President Volodymyr Zelenskyi’s Meeting with Heads of Leading Higher Education Institutions of Ukraine


President Volodymyr Zelenskyi met with heads of leading higher education institutions of Ukraine. The event participants noted that they had not met with the Head of State in such a format since 2005, and expressed their satisfaction with President's interest in the issues of higher education. The meeting was also attended by Deputy Head of the Presidential Office, Yurii Kostiuk, and Head of the Parliamentary Committee on Education, Science and Innovation, Serhii Babak.

The participants discussed the issues of optimizing higher education institutions, expanding their financial autonomy, faculty’s salaries, and the conditions in which students study.

The Head of State stressed that there is a staff shortage in Ukraine, and this problem should be solved by higher education. “If we do not solve anything with you, the staff shortage in the country will remain. The state must solve this problem together with higher education,” President said.

Volodymyr Zelenskyi reminded that more than a million students study in Ukraine. Most of them do not want to stay in this country. And many of those who stay do not work within their specialty. “Why do you waste your experience, why does the state spend its money, if later we can’t attract these really talented students?” President addressed the meeting participants.

For his part, Serhii Babak said that the task of the Committee on Education, Science and Innovation and the Parliament as a whole is to create legislative conditions for the development of the higher education system and its further evolution. So far, the Verkhovna Rada has already taken some steps to change the university funding system, which will stimulate quality improvement.

Now contracts with university presidents will include performance indicators over a certain period of time and mechanisms for verifying these indicators.

“Our plans by the end of 2020 are divided into two parts: tactical plans which include the admissions campaign, and financial autonomy. We have many plans. The Committee is always open for cooperation,” Serhii Babak said.

The Heads of leading higher education institutions stressed the importance of opportunities for the development of education provided by the new law on higher education, involvement of business in staff management, creation of venture fund mechanisms, financing of startups, and in general the need for legislative initiatives to transform the national higher education into modern, comfortable and successful one.

In particular, President of V. N. Karazin Kharkiv National University, Vil Bakirov, noted that this meeting was extremely important, because it was a message to the entire vertical power structure and society, saying that the President values the higher education system and pays due attention to it. Vil Bakirov stressed the importance of the program to support and preserve physical-mathematical and natural education.

The Heads of higher education institutions also stressed the importance of developing research infrastructure, attracting foreign students, building a network of dormitories.
