University Scientists Elected Members of Scientific Committee of National Council for Science and Technology Development!


The first composition of the Scientific Committee of the National Council for Science and Technology Development has been elected, Karazin University's distinguished scientists among its members: Full Professor Mykola Mchedlov-Petrosian, the Head of the Department of Physical Chemistry of the School of Chemistry ( “Natural Sciences related to Physics, Mathematics and Chemistry, Earth Sciences”), and Serhii Utievskyi, a full professor of the Department of Zoology and Animal Ecology of the School of Biology ( “Life Sciences, Medical Sciences and Related Technologies”). Besides, the Committee's reserve composition has Halyna Horbenko, a full professor of the Department of Nuclear Physics and Medical Physics of the School of Physics and Technology, among its members.

The Scientific Committee of the National Council for Science and Technology includes 24 scientists representing the scientific community, being scientific leaders with outstanding scientific achievements, an impeccable scholarly reputation and credibility in the scientific circles. Half of the members are elected for a term of 4 years, the other half — for 2 years. Upon termination of their term in office, the members will be re-elected.

The main function of the Scientific Committee is monitoring the activities of the National Research Foundation the main task of which is to provide grant support for scientific research and development for individual scientists, groups and institutions. This is intended to facilitate the functioning of the transparent and coherent system of science funding.

The creation of the Scientific Committee is the beginning of a qualitatively new stage of development of the natioanl science because, above all, a new body will serve as a ground for effective interaction between researchers, bodies of executive power, and business representatives. Moreover, the National Council of Science and Technology Development, within the framework of which the committee will be functioning, is actually the first in Ukraine institution for public control of scientific activity. Hence, it is expected to become the main platform for reforms in the sphere of science and innovation, and integration of the national science in the world research space.

The members were selected by the Identification Committee consisting of six foreign and three national leading scientists. The Head of the Department of Astronomy and Space Informatics of the School of Physics (Karazin University), Yurii Shkuratov, is among them.

“When selecting the members, we not only tried to evaluate the indices of the scholar’s works, for this criterion is not applicable to all areas, but  we were primarily guided by the information, how broadly the person can think in the context of evaluation of Ukraine’s scientific potential in general without sticking to solving one particular scientific problem.Thus, the Committee comprises the scientists who understand what needs to be done to develop Ukrainian science. The main thing for the Committee to do is to distribute the financial flows in order to conduct scientific research. It is a very important area because the elected members are recognized experts at the international level who can think from the standpoint of state interests rather than their own ambitions. I hope that the experts who have been elected to the committee will be able to establish communication between the government and the representatives of the scientific community, and explain to the officials how important science is. This is a unique channel of influence that needs to be used wisely. I hope this will be done because the members of the committee are really outstanding scientists, the best in Ukraine,” summed up Mr. Shkuratov.

For reference. In general, the applicants to the Scientific Committee were 71 PhDs, 50 of whom represented Kyiv, 9 — Kharkiv, 4 — Lviv and other cities. Besides the two scientists from Karazin University, the Committee includes two Kharkiv scientists: Yurii Sliusarenko, a corresponding member of the NAS of Ukraine, the Head of the Department of Statistic Physics and Quantum Field Theory of A. I. Akhiezer Institute of Theoretical Physics of the National Scientific Center of Kharkiv Institute of Physics and Technology of the NAS of Ukraine (“Natural Sciences of Physical, Mathematical and Chemical Profile, Sciences of the Earth”), and Lonhin Lysetskyi, a leading researcher of the Department of Molecular and Heterostructure Materials of the Institute of Scintillation Materials of the NAS of Ukraine.
